every time i remove the service cap on the low side its tight like pressure builds up
it has green residue on it
and it appears to have a black ball for the inlet valve????? is this normal
the high side appears normal
low side service port

Those ball type "shraders" are known for this. The caps are the primary seal and the shraders are the secondary seals. I would not worry about it.
