96 civic ac system rebuild

Hi guys i own a 96 civic dx i brought back from a wreck. where the ac dryerwas took most ove the dammage and has been replaced i have also replaced the compressor and condensor but nothing else...my boss mechanic had to bypass fuse box in order for ac button to turn on the compressor ... Ac fan came on always my issue is... When its on... ITS ON ALL THE TIME its lile no pressure switch is there but everutime i test the plug on presure switxhni cant get voltage but for a few seconds
