Toyota Sequoia poor AC performance

Hi guys,
Wondering if you could help me out please. Dual Ac Sequoia doesn't seem to cool very well - poor performance in hot weather. Compressor seems to run constantly, but that may be the high temps here in Texas?
When I had the timing belt done, the garage noticed the poor performance, 'checked' the systems and told me my compressor was 'on it's way out' and wanted $2700 to change the whole system. Needless to say I told them to stick to cars as their comedy act was terrible.
I had the system evac'd and put in 39 oz exactly, to make sure it wasn't the levels, but not a real improvement.
Pressures are: LOW 55 HIGH 260
Temp 86 degrees
Humidity was 68% at the time
Vacuum 45 mins, check no leaks for 20 mins
The car had been running at 1500 rpm for a couple of minutes. What do you think could be the problem? Thanks
