2004 F150 clutch not engaging

A/C clutch will not engage. I can jump with a paper clip at A/C clutch relay and clutch engages and A/C blows cold air. When I check freon on low pressure side it is perfect. Replaced A/C clutch relay and clutch will still not engage. Is the problem upstream from the relay to the electrical end since when I jump the A/C clutch relay the A/C blows cold air?

You are likely low on refrigerant or your pressure switch is bad. Do not simply jumper the switch and run the unit, except for the test that you did, can damage the system because the refrigerant carries the oil.

This is not a real good way to ascertain pressure or fill, get a set of real gauges. By the way, you have R134a (not freon) in your 2004 AC system.
