Denso TV12 front seal question - photo included

Hello,
First post.
I'm rebuilding a Denso TV12 and I'm having a bit of an issue with the front seal.

The replacement seal has what seems to be a very hard core that is MUCH smaller than the shaft diameter. I don't see how the rubber lip of the seal could even touch the shaft with this hard core that is about 1mm smaller than the rubber lip. I've never seen anything like this with a seal and don't understand it.

Is this some kind of new built in seal protector that will pop out as I force it over the shaft the first time?
Or maybe it's supposed to stretch 4.5mm ?

Or...did I just get the wrong seal? It is perfect except for the center core.

Ok,
For the benefit of anyone who reads this later......

What I found is that some seals have a TEFLON core.
That teflon core is usually much smaller than the shaft and requires and installation tool to stretch it and guide it over the shaft without damage.

So I believe this is the answer to my question.

I just need to get one of those installation tools.
