Behaving intermittently

Lately it's been mid to high '90s. It reached a hundred the other day.
I did check my condenser fan. With my AC on, My condenser fan is on full speed.
Mind you that I just have the whole system rebuilt a year ago to the month.
Lately here I've noticed that when writing down the road everything's hunky-dory. As soon as I've been sitting in traffic for say like 5 minutes the temperature starts dropping. It's noticeable. I have a thermometer in one of my vents for this.
When it was idling I felt the skinny line and the fat line for the AC. The skinny line was hot but the touch the fat line wasn't cold at all. Maybe it's a little bit cold.
Is there any basic way to check to see what might be going on?
It could even be the temperature outside. I wonder if there's some kind of safety switch or thermal overload type deal that makes the AC going to underdrive when it gets really hot outside
