"Charged several times still poor cooling" what does this mean? You charged it several times with the refrigerant amount listed on the under hood sticker?
If so you have a massive leak. There is no mention that you vacuumed the system before charging. More info is needed.
Please give year of car.
Honda AC is known to be marginal in the first place.
Normal procedure would have been to recover remaining refrigerant, vacuum, and then weigh in correct weight.
Often systems are low because of seasonal losses via hoses, comp shaft seal, etc

Well, it's an 07, and the A/C on those is usually decent.
A Parallel Flow condenser about 25" x 14". Electric fans.
Multiple charge attempts, replaced TXV and compressor. High side is 75psi.
How much refrigerant was weighed in at each charge? Any oil added?
Right now it looks like a defective service valve on the high side.

True. Tossing parts at an issue is not what I usually suggest to customers.
