I haven't seen or heard of R-134a being sold anywhere in 10-pound or 15-pound containers, only 30-pound cylinders. If you prefer to buy it in smaller quantities, I think you'll need to go with the 12-ounce cans and purchase as you need it, along with a can tap suitable for self-sealing cans, which are the only type of cans available nowadays. A side-tap device will also work well.
Be careful about what you buy, though. Some imported, off-brand refrigerants have been known to contain impurities, mixtures of gases, and additives, all of which can harm an A/C system. Chemours (DuPont) R-134a, trade named Freon™, is a USA-made product that's 100-percent pure refrigerant, which is what you want. It's available in select automotive supply stores and sometimes even in big-box discount outlets.
