compressor clutch not working
This is on a 2000 Jaguar that has been in storage for 10 years. A/C was working when it was mothballed. Low side pressre is 15 PSI and high side is 25. Just guessing, but most likely the pressure switch won't allow the clutch to operate at such a low pressure. How can i charge it up with the compressor not engaged?

Barely any 134 in there.
Charge liquid 134 thru high side obv with comp switched off and engine off
Leaks?
Add a dye charge while you are at it.

Get a shop to pull refrigerant and pull vacuum, add UV dye, and charge with R134a to specifications. If you're really lucky, the only issue will be low refrigerant after all those years.

Thirdbird-- thats an interesting idea. Are you suggesting I put in a 12 oz can and see if the pressure is sufficient to engage the clutch?

Actually what Cusser advised is the best way to go....you need to have the charge weighed in
