The AC system would have to recovered, replace the valve internally on the comp., then vacuumed & recharged?
Does the ac comp have to be removed as well?

Yes.
You can access the control valve on the outside of the compressor by removing the electrical connector, removing the snap ring, and pulling out the valve. If you can't gain access to R&R the valve, then you'll have to remove the compressor, which is preferred. You don't want to introduce any dirt or debris into the compressor, so it's best to do this job on a clean workbench.

Now all you have to do is fix it
If you do it yourself, make sure that you weigh-in the exact charge using a purpose-built refrigerant scale. Just an ounce or two "off" in a car that holds only a little more than one-pound of refrigerant will affect the system's cooling performance.
