It sounds like a weak compressor to me. That would explain both the weak suction and low discharge pressure. If the system had not been flushed before replacement, no doubt it suffered the same fate. IME, noisy = already compromised the system.

All I see is some idle testing, and 80f ambient. At that ambient temperature you will not see high pressures on the high side.
So how about a full load test to evaluate the compressor performance.
Doors open. Cabin fan on highest speed. Engine speed to 1800+ RPM. Hold engine speed above 1800 for at least 90 seconds for system to stabilize.
While engine speed is above 1800, record the High pressure, Low pressure, vent temperature and ambient temperature. Post the results.
