Vacuuming does not remove oil. The temperatures you posted: were these while idling or while driving 10 minutes at 60 mph?
What rpm were your pressure readings made?

1500 rpm and the vehicle was sitting. I was occasionally throwing a cup of water on the condenser.

Did you mist the condenser with a water hose? If you did, did the high side drop like a rock? Some of the conversions from R12 to R134 require a large capacity condenser.

I threw a full cup of water on the condenser. It dropped about 50psi on the high side.

It appears your problem is the condenser is not rejecting enough heat from the refrigerant. Look at missing shields/baffles, fan clutch, fan motor if electric, blocked fins on condenser, plugged condenser passages. You may need a more efficient condenser for this conversion.

I was splashing the condenser with water to pull heat off and all my fans are working.
How would I test this condenser issue? Spray it with the garden hose constantly?

You have a condenser from the JUNK YARD. A 20+ year old JUNK part.
Serpentine units are notoriously hard to flush. It is possible to block more than 50% of the paths and still have flow - with less than 50% of the cooling capacity.
