It seems very improbable to have two defective PRV, especially the OP says he installed NEW Denso compressor. I'm doubtful it's what is really going on. Maybe try a different gauge set, yours is not opening maybe, gage stuck, valve not opening, 110 on yours is in reality 550 psi? I'm just guessing ...

I agree with a foregoing comment. The reason the HPRV would release at only 110 PSI is if the valve itself is defective--that is, not seating properly. Remember, "NEW" means "Never Ever Worked." I'd try replacing the HPRV valve on the new compressor with another new valve. What ...
