Legalities aside, when the a/c is loosing that much refrigerant you need to fix the leak. Its probably leaking oil out too and the system will never work as well as it could without the proper vacuum pulled and amount of refrigerant added. As a real example a system recently was spec'd to take 700 grams (max fill) of refrigerant. Connecting liquid to the high side under vacuum we were able to charge 420 grams before switching to low side gas charge with the engine running for the remainder.

Thats what i usually do when starting up a hot car and then doing low speed operation- i select 1st gear when rolling around in traffic. Also if stopped for a light i'll pop it in neutral and rev it to 1500/2000 rpm. Obviously once the cabin cools off there is no need for this. But it does certainly...

Just out of curiosity I would double check the weigh the machine is putting out. Meaning manually take the tank, weight it, reinstall it, have machine pump out 20oz, and then re weight the tank manually and see if it is in fact putting out the weight it says it is.

Yes that high pressure is caused by lack of air flow/fan. The heat load in the condenser and its ability to reject the heat is nothing like a radiator IMO. bohica, the OP stated he tried pressing on the center plate of the a/c compressor, and the compressor still didn't engage. Another good idea is for the O.P. to see what the total oil capacity for his system is.
